When leveling becomes available

The early prologue Beacons restore you but do not offer the full progression menu. The option appears after the Tar Golem sequence brings the Harbinger to Marrow Keep.

This distinction explains why players can carry Gloom for a while without seeing a place to spend it. Keep progressing instead of assuming the save is broken.

What Gloom changes
