Official requirement table

The Steam listing defines the minimum target as 1080p at 30 frames per second on the Low preset with upscaling. The recommended target is 1080p at 60 frames per second on Medium with upscaling.

Both notes warn that frame rate can fall during excessive load and require an SSD.

Understand the upscaling assumption

The published targets include upscaling. A native-resolution comparison is therefore a different test and should not be described as failure to meet Capcom's stated target.

The live listing names NVIDIA DLSS 4.5 and AMD FSR 3.1 support while noting that performance estimates were made using DLSS 4.0 and FSR 3.1.

A clean diagnosis order

Confirm the installed game and driver first, then reproduce the same scene on the official preset. Change one expensive option at a time and record whether the issue is frame rate, frame pacing, memory pressure or a visual artifact.

Capcom advises more system memory when other programs such as recording or streaming software run alongside the game. Close those workloads before assuming the GPU tier is the only cause.

What the requirements do not promise
