Separate the four layers

Honor is the long-running reputation system Rockstar describes for Arthur's actions. A witness is an immediate observer, wanted pressure is the active law response, and a bounty is a longer-lived cost attached to criminal trouble.

They influence one another but are not the same meter. Solving the immediate pursuit does not prove that honor or a bounty returned to its previous state.

Plan before the action

Look for bystanders, road traffic and a clean exit before drawing a weapon or entering a restricted situation. The safest unwanted witness is the one you never create.

Change direction only when it creates distance and cover. Returning immediately to the same road or town can restart pressure before the situation has cooled.
