Yes. The official store announcement names Master Rank quests. Capcom's corporate release describes the same scope more generally as new quest ranks.

Can I buy Ascendance without Monster Hunter Wilds?

No. The base game is required, and the official announcement also requires completion of the 7-star assignment Awaking From a Dream.
